All 31 matches are oversubscribed, with more than 12 million requests made between March 1 and the close of sales Thursday.
European football's governing body will conduct a random draw to allocate seats. Successful fans will be notified by email in April.
UEFA said the demand from fans from around the world was a record for a European Championships and represents an increase of more than 17 per cent from Euro 2008.
Some 1.4 million tickets are available for the tournament in eight cities between June 8 and July 1, 2012.
Nearly 88 per cent of the ticket requests have come from Polish and Ukrainian fans. Among other countries with high application numbers, Germany had 2.82 per cent, Russia 1.16 per cent and Switzerland 1 per cent, UEFA said.
